The general purpose is to improve the quality of life through creative and innovative programs. Priority in all Grant Programs will be given to those Applications for programs and projects that reflect the following characteristics, which should be clearly stated in the Grant Application:
- The potential impact of the request and number of people who will benefit.
- An imaginative and experimental approach to problem-solving.
- The extent of local volunteer involvement and support for the project.
- The commitment and composition of the requesting organizations directors and staff.
- The degree to which the applicant works with or compliments other community organizations to eliminate duplication of services.
- The organizations fiscal responsibility and management policies.
- The possibility of using the Grant as seed money for matching funds from other sources.
- The ability of the organization to obtain additional funding (if necessary) to implement the project.
- The ability of the organization to provide ongoing funding after the term of the Grant.
- Develops new solutions to community challenges/needs.
- Increases the effectiveness of the nonprofits activities.
- Encourages civic development and volunteerism.
Normally, Grants will not be made for:
- General Operating support.
- Endowments.
- Fund-Raising campaigns.
- Sectarian or political programs.
- Grants to individuals (except as allowed by specific law or funds so designated).
- Conferences

GENERAL
INFORMATION [top]
- The geographic focus of the Foundation is the Cadillac area. Consideration is given to organizations and projects that benefit community residents or make a substantial contribution toward the delivery of services in this area.
- The Cadillac Area Community Foundation typically awards Grants in six general areas: culture and the arts, economic development, education, environment and recreation, health, and human services
- To be eligible to receive Grant funds from the Cadillac Area Community Foundation, organizations must be tax exempt under section 501(c)(3) of the Internal Revenue Code, or must be a Qualified tax exempt institution or entity.

GRANT
ADMINISTRATIVE POLICIES [top]
- All Grantseekers applying for funding from the Cadillac Area Community Foundation must fill out a Foundation Grant Application and submit ten (10) copies of this Application to the Foundation Office. Applicants are encouraged to contact Foundation staff members prior to submitting their Grant Application to discuss their Grant proposal.
- The Board of Trustees of the Foundation shall consider Grant Applications on a bi-annual basis (twice a year) during the calendar year. The deadlines for Grant Applications are March 31 and August 31. Grant Applications submitted on or before the March 31 deadline shall be reviewed by the Board at their monthly meetings in April and May, and announcements concerning the Boards decision about these Applications shall be made in May or June. Grant Applications submitted on or before the August 31 deadline shall be reviewed by the Board at the monthly meetings in September and October, and announcements concerning the Boards decision about these Applications shall be made in October or November.
- Grant Applications received during both deadlines for the calendar year may be awarded Grants in part or in whole for that calendar year or be applied to the next calendar year at the discretion of the Board.
- Grantseekers will be notified by letter, within a reasonable time of the Boards decision, if their request has been approved or denied.
- If a Grant has been approved, the Grantee is required to enter into a Grant Agreement with the Foundation, which fully explains the rights and responsibilities of the Grantee.
- Each Grant recipient is required to submit a Written Evaluation Report to the Foundation, and this Written Report should provide a financial accounting and progress assessment. This Written Report is due on or before the Anniversary Date of the Grant.

CADILLAC
& KELLOGG FOR YOUTH ADVISORY COMMITTEE GRANT PROGRAMS

GENERAL INFORMATION

The geographic
focus of the Cadillac and Kellogg for Youth Advisory Committee
is the Cadillac Area as defined by Cadillac Area Public
Schools. The Cadillac Area Community Foundation typically
awards Grants in the areas of culture and the arts, economic
development, education, environment and recreation, health,
and human services. All Grants awarded through the
Cadillac & Kellogg for Youth Grant Program will be
to benefit Cadillac area youth programs/projects ONLY.
Grants shall be awarded based on recommendations by the
Youth Committee to the Foundations Board, and they
shall be awarded to qualified non-profit organizations
that are tax exempt under section 501(c)(3) of the Internal
Revenue code or to Qualified tax exempt institution or
entity.

Priority consideration will be given to applicants that demonstrate the following: an innovative and unique project; identify specific needs or interests of young people with a project/program designed to meet these needs or interests; illustrate creative uses for Grant money to enhance youth learning, leadership and growth in our area.
Through the Cadillac Area Community Foundation and its endowed Youth Fund, the Youth Committee has Grant money available annually for GRANT MAKING. The Youth Committee oversees two Grant programs:

CADILLAC
& KELLOGG FOR YOUTH GRANT PROGRAM
GRANT ADMINISTRATIVE POLICIES [top]
- All Grantseekers applying for funding through this Grant Program must complete a Youth Grant Application form and submit 24 copies of this Application to the Foundation Office.
- Applications will be considered throughout the calendar year, except during the months of June, July or August.
- Please allow 60-90 days to receive a written response as to the status of your Application.
- If a Grant has been approved, the Grantee is required to enter into a Grant Agreement with the Foundation that fully explains the rights and responsibilities of the Grantee.
- Applicants who have completed the requirements of the Grant Agreement are eligible to receive funding upon written request to the Executive Director of the Cadillac Area Community Foundation during the calendar year in which the Grant is approved.
- Each Grantee is required to submit a written Evaluation Report to the Foundation (with 24 copies) that provides a financial accounting and progress assessment. This written Evaluation is due before the one-year anniversary of the award. Grant Evaluation forms are mailed with the Grant Agreement and are also available at the Foundation Office.

MINI-GRANTS
FOR EDUCATORS (NOT CURRENTLY ACTIVE)
GRANT ADMINISTRATIVE POLICIES [top]
NOTE: This program is limited to teachers and non-administrative school personnel employed in the Cadillac Area Public School System.
- All Grantseekers applying for funding through this Grant Program must complete a Mini-Grant for Educators Grant Application form and submit 24 copies of this Application to the Foundation Office.
- Grant Applications will be accepted from February 1 through the 2nd Friday in April.
- Grant awards will be announced in early June. It is the responsibility of the teacher to send a copy of the Grant Award letter to the CAPS accounting office.
- If a Grant has been approved, the Grantee is required to enter into a Grant Agreement with the Foundation that fully explains the rights and responsibilities of the Grantee.
- Applicants who have completed the requirements of the Grant Agreement are eligible to receive funding upon written request to the Executive Director of the Cadillac Area Community Foundation during the calendar year in which the Grant is approved. All Mini-Grants for Educators Grant funds will be paid DIRECTLY to the CAPS accounting office. NO PAYMENTS CAN BE MADE TO INDIVIDUALS.
- Each Grantee is required to submit a written Evaluation Report to the Foundation (with 24 copies) that provides a financial accounting and progress assessment. This written Evaluation is due before the one-year anniversary of the award. Grant Evaluation forms are mailed with the Grant Agreement and are also available at the Foundation Office.

HEALTH
AND EDUCATION FUND FOR YOUTH AND SENIORS GRANT PROGRAM

GENERAL
INFORMATION [top]
The geographic focus of this Grant Program is Wexford and Misaukee Counties. These Grants are restricted to Projects and/or Programs that target youth (ages 0 - 17) and seniors citizens (65+). Under this Program, Grants will be awarded to provide funding for existing programs and/or new ventures to enhance and encourage the health and education of youth and/or senior citizens. To be eligible to receive Grant funds from the Cadillac Area Community Foundation, organizations must be tax-exempt under section 501(c)(3) of the Internal Revenue Code or must be a Qualified tax-exempt institution or entity.
NOTE WELL: Seventy-five percent (75%) of all Grants awarded from this Fund shall be given to support EXISTING projects or programs that can clearly document and illustrate that they are worthwhile endeavors, with proven results. The remaining twenty-five percent (25%) of the Grants awarded shall be for NEW and innovative programs and projects.
GUIDELINES FOR AWARDING GRANTS [top]
In addition to the general Guidelines for Grantmaking, Grant Applications for this Grant program should specifically address the following:
- How does the Program meet the purposes of this Fund in terms of health and/or education for youth and/or seniors?
- If this is an existing program, provide clear evidence
of its success. If this is a new program, explain how
you will measure and monitor results, and what outcomes
you expect and why.
GRANT
ADMINISTRATIVE POLICIES [top]
The following policies apply to the Health & Education Fund for Youth & Seniors ONLY:
- All Grantseekers applying for funding from this Fund must fill out a Health & Education Fund for Youth & Seniors Grant Application and submit ten (10) copies of this Application to the Foundation Office.
- The Health & Education Fund for Youth & Seniors Advisory Committee shall consider Grant Applications on an annual basis (once per year) during the calendar year. The deadline for Grant Applications is July 31st. Grant Applications submitted on or before the July 31st deadline shall be reviewed my the Advisory Committee and recommendations will be made to the Cadillac Area Community Foundation's Board of Trustees. Announcements concerning the Board's decision about these Applications shall be made in a timely manner.
- Grantseekers will be notified by letter, within a reasonable time of the Board's decision, if their request has been approved or denied.
- If a Grant has been approved, the Grantee is required to enter into a Grant Agreement with the Foundation, which fully explains the rights and responsibilities of the Grantee.
- Each Grantee is required to submit a Written Evaluation Report to the Foundation, and the Written Report should provide a financial accounting and progress assessment. This Written Report is due on or before the Anniversary Date of the Grant.
KELLY ANN GARCIA MEMORIAL SCHOLARSHIP FOR THE PERFORMING ARTS
BACKGROUND

Kelly Ann Garcia was a 1995 graduate of Cadillac High School. While a Cadillac Area Public School (CAPS) student, Kelly loved to sing and perform, and was very active in the performing arts. She received a Bachelors of Arts from Western Michigan University in psychology in 2000. Kellys life tragically ended in an automobile accident in 2002, but her spirit lives on in her family and in those with whom she worked, lived,and sang.
PURPOSE [top]
The Kelly Ann Garcia Memorial Scholarship for the Performing Arts was established for the purpose of providing financial assistance to students who personify spirit and potential in the performing arts with an emphasis on voice. The scholarship was established to assist seniors planning to major in vocal music at an accredited college or university, and to provide financial assistance, to vocal music students entering their junior and senior years, in attending music camps, academies, or musical tours.
SCHOLARSHIP APPLICATION PROCESS [top]
Scholarship applications can be obtained from CAPS High School counselors, or the Cadillac Area Community Foundation. Two reference letters must accompany the applications, with one preferably from someone currently in the field of vocal music. The reference letters must be completed by someone other than a family member. Also, if applying for vocal camp, academies, or tours, the student MUST attach copies of brochures or registration forms showing the event he/she wishes to attend. Applications will be accepted March 1st through May1st. From the Application deadline date, please allow approximately 30 days to receive a written response as to the status of your Application. Those Scholarship Applications that are approved are eligible to receive their scholarship immediately upon written request to the Executive Director of the Cadillac Area Community Foundation during the calendar year in which approval is granted.
ELIGIBILITY, SELECTION CRITERIA, & USE OF SCHOLARSHIP FUNDS [top]
Scholarships shall be awarded based on selections and recommendations by the Scholarship Advisory Committee to the Cadillac Area Community Foundations Board of Trustees. The Scholarship Advisory Committee is comprised of a CAPS High School vocal instructor, one member from Wolverine Power Cooperative, a member from the Cadillac Area Community Foundation, and up to two members of the immediate family of Kelly Ann Garcia (or their designee/s). Scholarships will only be available to CAPS Seniors majoring in voice training at an accredited college or university, and students entering their junior or senior year attending music camps, academies, or musical tours for the purpose of vocal music training. Priority consideration will be given to Applicants that: request scholarship funds for activities that fit the Funds purpose as stated above and clearly state the skills they expect to gain; demonstrate the greatest need and potential for growth; and complete the application themselves

HELEN AND HARVEY PELL FUND FOR EDUCATION
GENERAL
INFORMATION [top]
The Helen and
Harvey Pell Fund for Education provides low-interest student
loans to Eligible Students who are attending or planning
to attend a educational institution resulting in a post-high-school-degree
or certificate.
The term Eligible
Student refers to legal residents of the Wexford-Missakee
ISD area, who have graduated from high school or obtained
a GED, or individuals who have graduated from a high school
within the designated area regardless of their current
legal residences.
Any Eligible
Student may submit an Application for a student loan from
this Fund. Applications will be kept on file and considered
for one year from the date that the application is received
by the Foundation. After the one-year term expires, the
Applicant may re-file an Application as long as the applicant
remains and Eligible Student.
Applications
are accepted annually, with a deadline of June 30..
SELECTION CRITERIA [top]
Nomination of
Applicants by the Education Committee for a Student Loan,
as well as the final selection of Recipients by the Foundations
Board of Trustees, shall be based on the following criteria:
- Demonstrated financial need on the part of the Applicant.
- Evidence of sufficient academic ability on the part of the Applicant to commence and complete the selected course of study.
- Evidence of the Applicants character and desire to commence, continue, and complete the chosen course of study.
TERMS AND CONDITION OF STUDENT LOAN [top]
- The Loan shall apply to one year's tuition
and/or other educational expenses.
- The Foundation may pay the loaned funds directly to
the Approved Institution, or, for non-tuitional educational
expenses, as recommended by the Student Loan Committee
and as determined by the Board of Trustees, directly
to the Applicant.
- If the Loan Recipient is a dependent, parent(s) or guardian(s) of the Recipient must co-sign the student loan.
- A student-loan Promissory Note shall require the Recipient to begin repaying the student loan 6 months after the Loan Recipient either graduates from the Approved Institution or otherwise ceases to be a student in Good Standing.
NOTE: A Student NOT in good standing is defined as a Student who has been declared by the learning Institution as such, a Student who has received a disciplinary action, or a Student whose cumulative GPA has fallen below a 2.0 on a 4.0 scale. All Loan Recipients will be required to sign a Wavier-of-Confidentiality Form permitting the Foundation to receive annual grade and disciplinary reports from the chosen Institution that the Recipient is attending.
REPAYMENT OF LOAN [top]
If the loan is less than $5,000, a
repayment schedule will be determined, not to exceed 5
years. If the loan is over $5,000, a repayment schedule
will be determined, not to exceed 10 years. The outstanding
loan balance will bear interest. Interest will not begin
to accrue until 6 months after the Loan Recipient either
graduates from the Approved Institution or otherwise ceases
to be a student in Good Standing. The rate of interest
maybe redetermined annually by the Board of Trustees for
each year in which the interest is accruing on the student
loan.
APPLICATION AND FURTHER LOANS
A Recipient
may re-apply each year for additional loans while remaining
a Student in Good Standing, and have met the conditions
of the first loan.
